We now realize that a
large number of migrant deaths were not criminal activity, but
bitter fights for water for
families while trying to get across Mexico for refuge. Those deaths represent the
human tragedy we have created through our failure as a country and

When ICE asked state troopers Thursday whether federal agents were involved, their answer
suggested they believed local police may be hiding the matter under cover that doesn't exist:

There being an investigation into criminal offense the FFO will be initiating action against [Juan Manuel] based of the Trooper's determination he did not comply with our directive given during that call to have [him in] FFO custody 24 hr/ day instead of 10 or 24hrs as requested which will lead his return to the border area upon completion of federal Immigration custody investigations. His return on 7/17 and 10am tomorrow. In accordance the 8th Amendment and the Texas constitution regarding our right to detain aliens based on court order. Mr. [Lazcano] stated once again once inside his new housing facility for illegal immigrants he refused his request for ICE release.
