As sexual-misconduct crime has soared thanks to "Me Too" allegations against a handful of men, officials
in Jefferson City and across Missouri hope police will be diligent when pursuing charges in cases where rape examinations yielded positive results.
"One police detective we talked with today thought perhaps we don't need to pursue these cases any longer," Jefferson City spokeswoman Megan Peters said in an afternoon email.
However, one police agency — she couldn't say which department. — agreed only not to move to a "new normal" of not pursuing many sexual-misconduct crimes after determining whether rape kits can shed evidence.
An independent audit of Jefferson City Police Department showed a high number that can include no exam and no charges. Of 54 sexual-misconduct sex offenses reported between 2012 to Jan. 7, 2017, 26 were later closed without examination or finding enough for case to go forward, which could amount to no charges filed, Jefferson City Police chief Gary Wicker said during a Tuesday interview with The Commercial Appeal that's being videotaped Wednesday (Dec. 10) afternoon.
Among victims, his staff noted that more recent sex and domestic-related violence offenses haven't been properly processed. And of more interest, a separate review in recent months has indicated a surge of "stale evidence," such as blood and other sexualized items that can be tested weeks post-mortem and no evidence of the suspect in sex cases.
And because there is insufficient blood remaining after autopsy or analysis "they have, at a recent audit, documented thousands upon thousands more such items where it is just unknown at where do or has a trace amount, etcetera which, as long it goes directly into those evidence boxes is, we believe this is going over that edge," Wicker said.
